Allow inspectors to delete existing photo captions in the PTC mobile app without deleting the photo. Currently, after removing the caption text, the Save button becomes disabled, preventing the change from being saved. The mobile app should allow users to save an empty caption to 'delete' it, matching the functionality available on the desktop version.
