He wants to have the option to schedule an inspection in the past, for example, he completed an inspection on Monday but he was going to use PTC to complete the report today and the date wouldn't make sense with the actual date of the inspection

Great News! This feature is now included in Palmtech Complete. As you are adding an inspection, the date selector lets you choose dates in the past. This can be done both on the Palmtech Portal and the Palmtech Native app.
